+# Create a Point of Interest
+
+First read `.claude/skills/_shared/vault-conventions.md` and
+`z_templates/Framework Templates/POI Framework Template.md`. Look at a real POI
+overview (`2. World Almanac/Regions of Baltun'ia/Jessergate/Voxiu/Cotton Row Market/Cotton Row Market.md`)
+for the actual filled style (Type / Description / Lore & Role / Notable NPCs
+with `→` notes / Plot Hooks).
+
+## Steps
+
+1. **Place it.** A POI is a **folder** inside its city, with the overview note
+   inside: `<Region>/<City>/<POI>/<POI>.md`. Confirm the city if not given. This
+   folder will also hold the POI's NPC notes.
+
+2. **Mine canon.** Read the city note and recaps; match the city's economy,
+   factions, and mood. (A POI in Voxiu's Cotton Row should smell of dye and
+   Belter politics; one in a Vexen quarter should feel different.)
+
+3. **Draft** Type, Description (sensory: sights/sounds/smells/vibe), Ownership,
+   and typical patrons.
+
+4. **Collaborate on the creative pivots.** Use AskUserQuestion for:
+   - The POI's role in current intrigue / which faction it serves
+   - A hidden feature, secret room, or conspiracy thread
+   - 2–3 plot hooks / adventure seeds
+   - Whether to spin up its key NPC now (then hand off to create-npc)
+
+5. **Write the file** using the real POI style; wikilink the city, region,
+   factions, deities, and any NPCs. Use the bold-name + `→` style for Notable NPCs.
+
+6. **Index it.** Add the POI to the city note's Notable Features / Notable
+   Locations with a `[[wikilink]]`. Offer to create the key NPC via create-npc.
